linux-image: Recommend apparmor ( Closes : #880441 )

The apparmor package is needed for loading profiles. In theory,
enabling AppArmor without any profiles loaded should do nothing, so
this is not really a dependency of the kernel. However, if a systemd
unit specifies a AppArmor profile and the kernel has AppArmor enabled
then failure to load the profile is fatal.
As the linux-image packages select AppArmor as the default LSM, they
should probably also be responsible for getting the necessary userland
support installed. But since the default can be overridden, use
Recommends rather than Depends.

I just made this change for firmware-nonfree, for which I wrote:
We open some, but not all, files with an explicit UTF-8 encoding. One
of the open calls that I missed has just caused gencontrol.py to fail
instead a pbuilder environment. Instead of continuing to set an
explicit encoding for each open call, use locale.setlocale to set it
globally.
I haven't hit such a problem here, but let's do it anyway.
Keep using explicit encodings in debian/lib for now, since we can't
assume all calling programs will set the locale.

usbip: Stop building broken libusbip-dev package

It has a lintian error (non-empty-dependency_libs-in-la-file) and it
also seems to be missing a header (the newly added
usbip_host_common.h) since Linux 4.7. No-one seems to have noticed,
and it has nothing build-depending on it, so get rid of it.

The dpkg bugs affecting libssl-dev build deps were fixed in 1.18.8.
The various non-M-A packages for which we used :native qualification

Install copyright file when the nodoc profile is used

Revert to running dh_installdocs unconditionally, although that
currently installs more than we want (which is permitted by policy).
When we upgrade to debhelper compat level 11, dh_installdocs will
become sensitive to the profile and will install only the copyright
file in this case. But we shouldn't do that until development of
this level is complete and supported in stretch-backports.

to modules.
And, also change all RTC related except RTC_DRV_MV, which includes

and RTC_DRV_S35390A, to modules. Because most marvell boards use
RTC_DRV_MV.

Clean up symbol version fixes for symbols exported from asm

We can't keep reverting these changes, so instead move forward. Most
architectures now have <asm/asm-protoypes.h> and only 3 were left:
- alpha: Added <asm/asm-protoypes.h> and submitted patch upstream
- m68k: Did same, but realised it's only needed for Coldfire configs
so we don't need any patches

[sparc64] Update "Revert "sparc: move exports to definitions"" again
...
This should really fix the FTBFS - at least, the build got as far as
building linux-image packages.
genksyms doesn't recognise __int128 as a type name, so fails to parse
the prototype for __multi3(). I could fix genksyms but would have to
regenerate the parser tables which would be a horrible patch to
maintan. So use a struct type instead for now. gcc doesn't seem to
care about this because it isn't a normal C function.
Also update the patch properly for 4.12 - I removed exports for some
symbols that were not really removed but renamed.

Commit cf0c3e68aa81 "kbuild: fix asm-offset generation to work with clang"
changed the macros used by devicetable-offsets.c. Copy the new sed code
from upstream scripts/Makefile.lib.

Refresh aufs4 patches by hand, as there is no release for 4.12 yet.
Refresh lockdown patches with genpatch.py and then by hand, as the
branch is a little out of date and many patches went upstream.
[rt] Disable until it is updated for 4.12 or later
