deiban packaging of linux kernel with sysmocom modifications

Ben Hutchings f122cbc67a Remove firmware-linux-free and linux-base binary packages ... These now have their own source packages. Change the depends/recommends relations to these binary packages to use a minimum version of 3~, less than the initial versions of the separate source packages but still greater than the previous versions.
