ulogd: Disable building pgsql/mysql output plugins
As ulogd's configure script doesn't support this out of the box, we need
to patch it for this.

ulogd: split out some plugins in sub-packages
some plugins have external dependencies (jansson for JSON, ...) and we
dont want to pull those dependencies for all users.
