Darren Hart b262fcdf92 rt: Add hwlatdetect to rt images ... This adds the newly separated hwlatdetect package to the rt images. While this pulls in a python dependency, it is worth have hwlatdetect installed by default on these images as they are intended to assist in the evaluation of platforms for use in real-time environments.
