Dongxiao Xu 909dd5b306 tune-i586: fix hardcoded TUNE_PKGARCH 
Use TUNE_FEATURES to determine the setting to TUNE_PKGARCH, which fixes
the wrong setting of PACKAGE_ARCH in multilib case.
