CQID: 431771
configure cannot determine the proper cpu, os, or
architecture for mips64, and possibly other arch's,
because of faulty code added to Arch.pm in the latest
release from upstream. We remove that code.

Build dpkg-native on Fedora 19, it fails with:

That because header cstdlib is included in a 'extern "C"' block that gcc
4.8 doesn't support. Fix it by move the header file out of the 'extern "C"'
block.
