eglibc-locale: Fix depends on binutils
The dependency here needs to apply for nativesdk as well as target packages as the autobuilder just tripped over that. We'd never want a native version so I'm not sure why the target class override was even present. The dependency also applies to do_package so lets be explicit about that in case sstate decides to get clever.
