This work does not indicate which license it is published under.

This is complicated by the fact that it makes use of the proprietary module https://apps.odoo.com/apps/modules/8.0/odoo_shipping_service_apps/

Maye LGPLv3-or-later makes sense, as this would be compatible both with older and newer Odoo licenses, (AGPLv3 vs LGPLv3) and at the same time still permit use together with proprietary modules like the one stated above.
