Ben Hutchings e0193dba93 Make patch directory and forwarded states consistent ... Anything Debian-specific should have 'Forwarded: not-needed' and be in debian/. Anything that could plausibly go upstream (maybe with significant rework) should have an 'Origin' or 'Forwarded: no' header and be under bugfix/ or features/.
