[arm64,armhf,powerpcspe,x86] gpio: Explicitly enable GPIOLIB
...
Some drivers now depend on rather than selecting it, in particular
FB_VIA. This fixes an FTBFS on i386 as that driver was no longer
built on 686-pae.
The architectures are chosen to cover everything that selects
ARCH_WANT_OPTIONAL_GPIOLIB and for which we have GPIOLIB enabled
in jessie.

[x86] Remove/rename obsolete config symbols
...
CONFIG_SOLO6X10 was renamed to CONFIG_VIDEO_SOLO6X10.
CONFIG_USB_MSI3101 was renamed to CONFIG_USB_MSI2500.
CONFIG_SCx200_I2C can supposedly be replaced by the i2c-gpio driver, but
scx200 is not a standard gpio driver so that won't work so don't both
enabling CONFIG_I2C_GPIO.

Move various i386-dependent config symbols into the appropriate config file

These now all have dependencies on X86_32 || COMPILE_TEST, so they
cannot be enabled on amd64.
Also remove the explicit disabling of these symbols at the top level.
