Maximilian Attems d75117f68b topconfig: Centralize old IEEE80211 stack options. (closes: #470558) 
stack is topconfig enabled, don't let other configs mess with it.
some images disable it completly leave them a part for now.

Maximilian Attems b40f344805 topconfig centralize usb net drivers 
nuke any dup definition, don't allow to disable:
CONFIG_USB_CATC, CONFIG_USB_KAWETH, CONFIG_USB_PEGASUS, and
CONFIG_USB_RTL8150

some archs still have a dubious unset USB_USBNET,
that is left for the next exercice..
